Telephone/Internet installation
To get a fixed-line telephone installed, apply to NTT East Japan (or other companies) with your passport, special permanent resident certificate, etc. Make an appointment for installation when you apply. You must pay a contract fee and an installation fee.
For installation of a fixed-line telephone, or to file a change of address:

International telephone calls
To make an international call, dial the number directly or ask for operator assistance (available through KDDI only). To call directly, you can use a fixed-line phone, cell phone or public telephone. Dial in the following order: Telephone company access code + 010 + other party’s country code, area code and telephone number. (*Since the dialing procedures and the types of services available vary depending on the telephone company and whether you are using a fixedline phone or cell phone, please confirm before you make your call.)
To make an operator-assisted call, dial 0051 and the operator will connect you to the person you want to talk to.

Making an international call from a public phone
You can make international calls from public telephones as well. The cost may be lower if you use an international telephone card. For more information, please check with the websites of various telephone companies.
Cellular phones
There are a number of cellular phone companies. You can apply for a cellular phone at electric appliance stores, camera shops or specialty shops. You must apply at the store in person, and when you do so, you will need your passport, special permanent resident certificate and credit card/bank account book (as well as the personal seal or signature used for your bank account).
