There are some conditions one must meet to qualify as an applicant. In addition, because there are a large number of applicants, in most cases lotteries are held to determine the tenants.

UR rental housing
Qualifications for foreign resident eligibility include foreign registration, a residence status type specified by the Urban Renaissance Agency, and the ability to understand the Japanese- language rental contract sufficiently. Permanent residents are also eligible. Eligibility requirements also include minimum monthly income or minimum savings amount (on a Yen basis).

Private rental housing
Precautions regarding housing rentals
- Some properties require a monthly maintenance fee in addition to the monthly rent. Other fees, such as a security deposit, are also required upon moving in.
- Rental contracts are usually valid for two years. The rent may increase slightly when you renew your contract.
- If you want to move out before the expiration of your rental contract, you must give your landlord advance notice. Without such notification, you may be charged some type of penalty.
- In some cases, rental subsidies can be applied to a change of housing. For more information, please call the Urban Development Department, Housing Policy Division, Housing Support Section.
