令和5年1月3日以降、渋谷区公式ウェブサイトがサイバー攻撃を受け、繋がりにくい状況が続いており、区民の皆さまにはご不便をおかけしております。
攻撃の理由として美竹公園の路上生活者への対応が指摘されています。
美竹公園とその周辺地域では、地元アンケート結果などを踏まえた地域課題を解決する必要があり、防災機能を兼ね備えた再整備工事を行なうため、公園内に起居していた路上生活者4名のうち3名にシェルターをご案内しました。そのうち、2名がアパートでの生活を始めておられます。
渋谷区では、路上生活者に対して個別にアウトリーチを行ない、住まいを提供し、社会復帰を支援する取り組みを行なってきました。また、都区共同で、自立支援センターを設置し、日々の声がけ、生活場所の提供、就労から自立への支援も行なっています。
サイトが閲覧しにくい事象が断続的に発生し、区民の方々をはじめ多くの皆さまにお詫び申し上げます。
現在、閲覧可能な状態に復旧しておりますが、このような事象が起きることがないよう、再発防止に向け関係機関と連携しながら対策強化に取り組んでまいります。

Network Disturbance on Shibuya City Official Website and the City’s Support for Homeless People

Since January 3, 2023, Shibuya City official website has been under cyberattack. As a result, it has been difficult to access to the website, and we apologize for the inconvenience.
The reason of the cyberattack has been pointed out to be our measures for homeless people in Mitake Park. Mitake Park and the surrounding area are scheduled to be redeveloped with disaster prevention functions in order to resolve local issues based on public surveys. We have offered a shelter to three of the four people living in the park, and two of them accepted to move in the apartment we provided.
Regarding the measures for homeless people, Shibuya City has been conducting individual outreach to provide housing and support them to be independent through dialogue.
In addition, we established theSelf-Reliance Support Center in cooperation with Tokyo Metropolitan Government to provide daily consultation, housing and employment support.
We apologize Shibuya residents and many others again for the ongoing website disturbance. Shibuya City will continue to work with related organizations to strengthen security to stabilize our website.
