区内の路上生活者の状況

東京都が実施する路上生活者概数調査においては、これまでの渋谷区や渋谷区も推進する都区共同事業の取り組みにより区内の路上生活者は平成18年2月の384人から令和4年8月には62人に減少しています。多くの方は区内の公園や道路で起居されていますが、10年以上の長期路上生活者となっている高齢の方や、地方から東京を目指し求職活動をしていたが、就労に至らずに路上生活をされている方など、様々な事情から、公園や道路などでの生活を余儀なくされている人々がいます。一方、日中就労をしながら夜間に公園等に起居している人々もいます。

区の路上生活者対策の目的

渋谷区は、こうした路上生活をしている人々が、地域で安定した生活の基盤を築けることを目的に路上生活者支援を行なっています。
渋谷区では、誰もが同じ地域で、自分らしく暮らし続けていくことができる地域社会の実現を目指しており、社会的援護を必要としている人々を排除することなく、そのような人々が直面している課題を把握し、解決に向かって支援していく取り組みを行っています。そのため、 路上生活者(ホームレス)に対する積極的なコミュニケーションを進め、生活支援、自立支援を通じて、地域コミュニティの中で生活していくためのサポートを進めており、アウトリーチの手法により生活相談、健康相談を行うとともに、路上生活者が入居するシェルター(区が借り上げている民間アパート)を確保し、また衣食の提供など、本人の意思を尊重しながら一人ひとりの状況に応じた継続的な支援を実施しています。
今般、こうした支援をより効果的に実施し、一人でも多くの方が地域で安定した基盤を築けるように対策を拡充することといたしました。

アウトリーチの強化

アウトリーチについて

アウトリーチとは、支援が必要であるにもかかわらず届いていない人に対し、積極的に働きかけて情報を届けたり、支援につなげる方法です。区では、福祉事務所の窓口で待つだけでなく、職員等が公園や道路などに赴き、一人ひとりに声掛けを行なっています。

これまでの取り組みと強化

区内の公園や道路で生活する人々に対して、これまでは日中に声掛けなどを行い、福祉サービスの案内など巡回相談を行なっていました。しかし、日中は就労等で公園や道路にはいない方もいるため、令和5年度は、新たに夜間の巡回相談を実施し、これまで福祉につながらなかった路上生活者の人々に対する支援を強化していきます。

ハウジングファースト事業の拡充

ハウジングファーストについて

ハウジングファースト事業とは、区独自に民間のアパートを借り上げ、路上生活者のための住まいの確保を最優先とする事業です。住まいや食事が確保された安定した環境の中で一人ひとりのニーズや境遇に応じた地域での生活の移行を支援する取り組みです。

従来のハウジングファースト

巡回相談の中で、区内の公園や道路で生活する方にお声かけをし、シェルター(区が確保する民間アパート)への入居を提案します。本人の意思を尊重した上で、シェルターには原則3カ月入居します。入居後は定期的に食料を提供する他、生活相談、健康指導などの支援も行なっています。また、シェルター利用者が、居宅での生活に移行できるように、住まいを探し、契約に必要な手続きなどを支援します。居宅移行した後も地域での生活を見守るため、一定期間、定期的に訪問し、生活状況の把握並びに生活、健康、就労等地域生活における相談や助言を行なっています。  

ハウジングファーストの拡充

原則3か月を6か月とします。
現在、区が確保しているシェルターは6室ですが、令和5年度はさらに2室を追加し、8室の民間アパートを確保する予定です。また、シェルターの利用期間は原則3カ月を6か月に変更し、必要があると判断される場合にはさらに利用期間の延長を行うなど柔軟な対応を行っていきます。こうすることで、アウトリーチの強化により掘り起こされたニーズへの対応や従来対応できなかったニーズに応えていきます。

路上生活者を支援している団体との協議について

路上生活者支援を効果的に実施するために、都内や都内近郊で路上生活者を支援している団体と話し合いの場を設定し、路上生活者支援に関わる意見交換をしました。
今後も、支援団体の意見を区の施策に反映できるように意見交換の場を継続していきます。

東京都との連携

また、東京都と23区共同で実施している自立支援センターの設置や、東京都内の道路や公園等で生活する路上生活者の一時的な保護及び就労による自立など、路上生活からの早期の社会復帰に向けた支援も引き続き実施していきます。

Situation of People Living on the Streets in Shibuya City

According to the survey conducted by Tokyo Metropolitan Government, the number of people living on the streets in Shibuya city has decreased from 384 in February 2006 to 62 in August 2022, thanks to the efforts of Shibuya City and Tokyo Metropolitan Government joint projects promoted by the city. Many of them are living in the parks or on the streets in the city. Those include elderly people having lived on the streets for more than 10 years and people who came to Tokyo from rural areas to look for a job but have not found it. As such there are various reasons why people are forced to live in the parks or on the streets. On the other hand, there are some people who work during the day and stay in the parks at night.

Objectives of Shibuya City's measures for people living on the streets

Shibuya City provides support for people living on the streets, in order to help them build a stable foundation for their lives in the community.
Shibuya City aims to create a society where everyone can keep living in the same community with their lifestyle. We are making efforts to understand the problems of people who need social assistance and to support them to solve their problems without excluding them. Therefore, we promote proactive communication with people living on the streets (hereinafter called homeless people) and support them to live in the local community through livelihood support and self-reliance assistance. We also provide life consultation and health consultation through outreach activity method. In addition, the city provides private apartments rented by the city for homeless people and ongoing support tailored to each individual such as providing food and clothing while respecting their wishes.
We have decided to expand our measures so that we can effectively implement the above-mentioned supports and build a stable foundation in the community for as many people as possible.

Strengthening Outreach

What is Outreach?
Outreach is a method of proactively reaching out to people who need support and delivering information and providing support. For promoting outreach, the city office staff not only wait at the counter of the welfare section of the city office but also go out to the parks and streets to talk to each individual.

Past Efforts and Enhancements
Until now our staff have outreached to homeless people in the city during the daytime and provided them with information on welfare services and other counseling services. However, as there are not in the parks or streets during the daytime because of work or other reasons, in 2023(fiscal year), we will newly conduct nighttime counseling activity to enhance support for homeless people who have not been connected to welfare services in the past.

Expansion of “Housing First Program”

What is “Housing First Program”?
The Housing First Program is a project that the city independently rents private apartments and prioritizes securing housing for homeless people.  It is an initiative to support the transition to life in the community in a stable environment where housing and meals are secured according to the needs and circumstances of each individual.

Conventional “Housing First Program”
During our counseling activity, we talk with homeless people in the city and propose them move into a private apartment secured by the city office. In principle, the person will stay in the apartment for three months, respecting their wishes. After moving into the apartment, we provide food on a regular basis as well as lifestyle consultation, health guidance, and other support services. In addition, we assist to find housing for them so that they can move to live in their own homes afterwards and support them to obtain the necessary procedures for signing contracts. After the transition, we visit the apartment residents periodically for a certain period to monitor their life in the community, assess their living conditions, and provide consultation and advice on living, health, job search, and other aspects of life in the community.

Expansion of “Housing First Program”
In principle, the period of three months will be extended to six months.
Currently, Shibuya City has secured six rooms for them, and in FY2023 two more rooms will be added, so we will obtain eight private apartment rooms in total. In addition to this, the period that they can use  will be extended from 3 months to 6 months in principle, and if necessary, the period of use will be further extended in flexible manner. In this way, we will respond to needs that have been uncovered through enhanced outreach activity and to needs that could not be met in the past.

Consultation with organizations that support homeless people

In order to implement effectively our support for homeless people, we had the meetings with organizations that support homeless people in Tokyo and its suburbs to exchange opinions on support for homeless people.
We will continue to hold such meetings so that the opinions of support organizations can be reflected in the policies of the City.

Cooperation with Tokyo Metropolitan Government

We will also continue to provide support for early rehabilitation of homeless people including the establishment of self-reliance support centers which are jointly implemented by Tokyo Metropolitan Government and the 23 wards and temporary protection for homeless people in Tokyo as well as support for self-reliance through job search.
