Residence Management System

Starting from July 9, 2012, foreign residents in Japan with a legal visa period of stay for three months or more will be issued a residence card or special permanent resident certificate according to the new residence management system. Residence cards will be issued at the airport or seaport of entry or by the Immigration Bureau, along with visa-related permits such as landing permits, change of visa status, and renewal of period of stay. The Residents and Family Registration Division of the Shibuya City Office will issue special permanent resident certificates.
Address changes on residence cards and special permanent resident certificates will be handled together with notification procedures for the residence record. For more information, please read the section on "Where to Report When You Move".

Residence Card/Special Permanent Resident Certificate—Periods of Validity

Residence card
Permanent residents:
Those 16 years of age or older: Seven years from the date of issue
Those 15 years of age or younger: Until the 16th birthday
Those other than permanent residents:
Those 16 years of age or older: Until the expiration date
Those 15 years of age or younger: Until the expiration date or the 16th birthday, whichever comes first

Special permanent resident certificate
Those 16 years of age or older: Until the seventh birthday after the application date for renewal/reissue
Those 15 years of age or younger: Until the 16th birthday

Re-entry permit

Under the presumed re-entry permit system, if you have a valid passport and residence card or special permanent resident certificate and plan to leave Japan temporarily but return within one year (two years for special permanent residents), you generally do not need to apply for a re-entry permit. When you leave Japan, please be sure to show your residence card (or special permanent resident certificate) at the airport or seaport.
Please note that the presumed re-entry permit cannot be extended, and that you will lose your visa status unless you return to Japan within the designated re-entry period. Therefore, if you are planning to leave Japan for a longer period, please apply for a re-entry permit at the Immigration Bureau beforehand.
