Foreign Registration

Limited Foreign Registration Services are available on Wednesdays from 5 p.m. to 8 p.m. and some Sundays from 10 a.m. to 4 p.m.

Foreigners who stay in Japan for more than 90 days are required by law to register as a foreign resident, except for those who have an official or diplomatic visa. The certificate of alien registration can be used as an identification card and must be carried at all times, except for those under 16 years of age. Foreign registration must be done in person at the Foreign Registration Section of the City Office. A proxy may apply for those in special circumstances such as serious sickness or difficulty in walking due to advanced age, or for those under 16 years of age.

Initial registration

Foreign nationals staying in Japan for a period of over 90 days are required to register within 90 days of their disembarkation.
Necessary documents
Your passport and two photos (4.5 cm in height x 3.5 cm in width from the same negative). The photos must be taken within the past six months and should show the upper half of the torso, with no hat. * No photos are needed for those under 16 years of age.
* When a child is born, submit the certificate of acceptance of the birth notification and register the child within 60 days of birth.
* When a person renounces his/her Japanese nationality, submit a document which verifies the renunciation of nationality (or acquisition of another nationality), along with two photos (4.5 cm in height x 3.5 cm in width) and register within 60 days of renunciation.

How to obtain the certificate of alien registration

The certificate of alien registration is issued to a new applicant about two weeks after he/ she files for registration. At the time of application, a “certificate of alien registration issuing schedule” will be issued. Within the dates specified in this document, return to the registration counter to pick up the certificate of alien registration. If you cannot appear in person, a relative 16 years of age or older who lives in the same household may pick up the certificate for you. This proxy must present some form of documentation to verify his/her identity, such as a certificate of alien registration or driver’s license.

Application for change in foreign registration

When a registered foreigner moves into Shibuya City or changes his/her address within Shibuya City, he/she is required to bring his/her certificate of alien registration to the Foreign Registration Section within 14 days of moving to register an address change.
* The same 14-day rule applies to some other registered matters.
However, there are some items that do not need to be reported within 14 days.

Other application procedures

Application for confirmation (renewal)

Those who are 16 years of age or older must complete the procedures within 30 days of the confirmation date appearing on the certificate of alien registration. Those who have not reached 16 years of age must complete the procedures within 30 days of their 16th birthday. To apply, you must have your certificate of alien registration, your passport and two photos.

Application for reissuance

If your certificate of alien registration has been lost or stolen, apply in person for reissuance within 14 days of the day when you discover the loss. Please present your passport and two photos when you apply.

Application for replacement

If you need a new certificate of alien registration because your old one is damaged or has no more space due to such changes and amendments as change of name, sex, date of birth and nationality, you must bring your certificate of alien registration, passport and two photos, and complete the same procedures in person as in the initial registration.

Certificate on Registered Matters

This is a certificate of registered information in the foreign resident registry. To apply for this certificate, please bring your certificate of alien registration and complete the stipulated procedures. You can obtain this certificate at the City Office or branch office (please note that branch offices do not offer some services). The handling fee is ¥300 per copy.
When other members of the applicant’s family apply, documents are required which show that the person applying is a
family member of the same household. When someone outside of the applicant’s household applies, a power of attorney will be needed.

Surrender of certificate of alien registration

Please return your certificate of alien registration to the immigration officer at the airport or port when you leave Japan (except if you have a re-entry permit). Also, when a registered foreigner dies, his/her family member or proxy must return the certificate to the Foreign Registration Section within 14 days of the death.

Re-entry permit

If you have obtained a re-entry permit before leaving Japan, you can take your certificate of alien registration out of the country with you. You can apply for a re-entry permit at the Immigration Bureau. If you leave Japan without a re-entry permit, you have to register again with the City Office on your return to Japan because your previous certificate of alien registration will have been cancelled.
